Separation and Better Government

An examination of the issue of separation by comparing and contrasting the current municipal governing model used in the City of Regina to other municipal governing models used in Canada, the United States, the United Kingdom, New Zealand, and Australia. Separation is the practice of establishing a formal administrative firewall between those who are elected to represent the municipality residents and those who are hired to provide the services to the residents of the municipality.
